what she means: Levi Ackerman is only a poor soul who didn’t deserve anything that has happened to him. He had his friends killed in front of him by titans and now, we find out that he had this tragic past, watching his mother die in front of him and being malnourished until days’ ends. He’s seen his fellow comrades get eaten by titans. He’s seen one of his closest friends betray humanity. And as if that isn’t enough, after decades, he’s finally found somebody who is related to him by blood and that person dies in front of his eyes after admitting that they’re relatives. Levi Ackerman is a strong soldier who doesn’t deserve to carry such burdens and regrets on his shoulders.
