Luna will be a guest party member in Final Fantasy XV.

In an interview with Famitsu, director Hajime Tabata mentions that we will see Luna fight in Final Fantasy XV– her battle will be as a guest party member. But unlike Cor joining your battle, you will actually join hers at some point in the game. (source)
